
Federal Agencies Modify Rules to Allow Emergency Manufacture of Hand Sanitizer
As a response to the COVID-19 pandemic, federal agencies and many state governments have modified or relaxed regulations to allow alcohol manufacturers to respond to the increased demand for alcohol-based hand sanitizer.
The federal Alcohol and Tobacco Tax and Trade Bureau (TTB), along with the Food and Drug Administration (FDA), have sent out weekly modifications to existing regulations regarding the manufacture of hand sanitizer from denatured or undenatured alcohol.
The TTB is allowing all Distilled Spirits Plants (DSP) permittees to immediately manufacture hand sanitizer or to supply ethanol for use in the manufacture of hand sanitizer to other TTB permittees who are authorized to receive such products without obtaining additional permits or bonds.
In conjunction with the TTB's guidance, the FDA issued its position on the emergency manufacturing of hand sanitizer and provided two approved formulas for its production, as well as labeling requirements and other standards.These updates are clarifications to guidance issued earlier in March 2020.
It has been our experience that the TTB, as well as state alcohol authorities, have been eager to assist DSP's and other permitted entities in approving necessary permits to manufacture hand sanitizer.Processing times for applications have drastically been reduced to allow for the alcohol industry to respond quickly to current needs.
